(1) If there is any doubt as to whether the educational degree obtained by the civil servant for the purpose of promotion is related to the relevant service, group or sub-group or not, the following committee will decide in this regard:-
(a) The Secretary of the Ministry or Head of the Agency conducting the service, group or sub-group — Chairman
(b) The Secretary of the Public Service Commission or a gazetted first class officer of the Commission designated by him — Member
(c) Secretary to the Ministry of General Administration or a gazetted officer of the first class designated by him — Member
(d) One professor or expert related to the subject to be determined for the affiliation of any university of Nepal - Member
(e) Officer designated by the Secretary of the Ministry or the head of the agency conducting the service, group or sub-group — Member-Secretary
(2) If there is a dispute regarding the subject, category and level of training achieved by the civil servant for the purpose of promotion, there will be an affiliation determination committee as follows:-
(a) The Secretary of the Ministry or Head of the Agency conducting the service, group or sub-group — Chairman
(b) The Secretary of the Ministry of General Administration or a Gazetted First Class Officer designated by him – Member
(c) Gazetted First Class Officer of the Public Service Commission — Member
(d) The head of the training institute or training center related to the subject of the training to be determined or his designated representative - member (e) Specialists in the subject matter designated by the secretary of the ministry or the head of the agency related to the service, group or sub-group - member
(f) an officer designated by the Secretary of the Ministry or agency conducting the service, group or sub-group — Member-Secretary
(3) In relation to the educational qualification and training submitted by the potential candidate for promotion, before the meeting of the promotion committee, if the committee as per sub-rules (1) and (2) determines the affiliation, such educational qualification and training score will also be counted for promotion.
(4) Determination of affiliation by committee under this ruleThe ministry or agency conducting the service, group or sub-group of the educational qualification subjects will publish the notice in the Nepal Gazette.
(5) The secretariat of the committee as per sub-rules (1) and (2) shall be in the ministry concerned with the service, group or sub-group.
